This puzzle is a part of the Alternate Reality Game (ARG) Perplex City. On July 31, 2006, players were presented with the following puzzle card, entitled "Billion To One":
The text (私を見つけなさい) is Japanese. It says, watashi o mitsukenasai - "Find me."
The hint provided by Perplex City's official hint line says, "My name is Satoshi."
The city in the background of the photo is Kaysersberg, Alsace, France:
